課程概述

本課程為「傳染病防治:倫理與法律實務」的進階課程。上學期的「傳染病防治:倫理與法律實務」以生動有趣的個案研究 (case study) 的方式培育修課同學在防疫實務工作上應用傳染病防治倫理原則與法律條文解決問題的知能 (competency)。下學期的「傳染病防治: 倫理與法律實務II 」則透過讓不同觀點交叉論辯的公聽會 (public hearing) 的方式,通案檢討我國目前在傳染病防治倫理與法律上諸多亟待社會溝通及修法的重要議題。本學期課程內容著重在培育修課同學看問題視野深度與廣度,從上學期的「司法」層次進一步提升到下學期的「立法」層次。
本學期授課內容包含兩大尚待解決的議題:
(1) 針對 HIV感染者的歧視性法律
(2) 對具高度傳染性疾病防疫措施執行法源上的漏洞
針對每一議題,本課程安排數週上課,課程中將邀請不同立場與觀點的校內或校外專家或公民團體代表到場演講(出席費將由本校傳染病中心核銷),讓同學實際體驗公聽會

This course is an advanced version of “Communicable Disease Control and Prevention: Ethics and Regulations” held in the first semester of year 104. Over the course of the last semester, students gained a competency for how principles of public health ethics and laws are utilized through interesting and vivid case presentations. This semester, through a series of public hearing process, students would be given the opportunity to exercise critical thinking by examining two unresolved issues (social communication and legislation) related to the ethical and legal aspects of communicable disease control. This semester's course will focus on expanding the scope and depth of students’ conceptions of legislation by building on themes of justice introduced in the first semester. The two unresolved issues for this semester will be:
(1) Laws that discriminate against HIV-infected persons.
(2) Loopholes that allow for the containment of highly contagious patients.
For each issue, we will arrange a series of classes, and we will invite speakers to share differing viewpoints. Speakers will include experts from NTU and other universities, the government or community-based organizations (the compensation for speakers will be covered by the MOHW-NTU Infectious Diseases Research and Education Center). All students are welcomed to join our public hearings.

本課程希望能啟發同學對傳染病相關倫理和法律議題的興趣,培育修課同學下列知能(competency)
(1) 傳染病防治的立法層次思考
(2) 深入了解愛滋病毒感染者遭受體制性歧視的問題與對策
(3) 了解防治傳染病時, 個人權益與公共安全可能出現的矛盾, 及可能的立法解決途徑。

The aim of this course is to stimulate an interest in ethics and legal issues associated with communicable diseases. Students who participate in the course will learn:
(1) about the legislative status of communicable disease control
(2) how to reconsider and negotiate problems of systemic discrimination amongst HIV-infected persons
(3) how to come to terms with the paradox of personal rights and public safety as it applies to impeding the spread of communicable diseases, and how to best legislation in such situations.

課程要求
1.原則上為70-80 min授課、10-20min討論,中間不下課。
2.原則上上課主要會以投影片(PPT)的方式授課。口頭報告如果需有額外的設備需求,請於一週前告知,課程助教將會安排處理。
3.這門課沒有期中考或期末考。評分包括:平時參與討論,期中擬定期末報告的主題和以及期末視覺化議題口頭報告。

Requirements for the course
1. Lecture: 70-80 mins; discussion: 10-20 mins; no breaks during class.
2. Lecture with assistance of ppt; students are required to make presentations; requests for any equipment necessary for presentations must be given to the teaching assistant one week before the presentation.
3. No mid-term or final examination; Evaluation of performance includes: class participation, midterm proposed topic of final presentation and final oral presentation (infographic style).
